We republished and translated the article with the authors permission.<\/em><\/p>\n<p id=\"d483\" class=\"pw-subtitle-paragraph ji ik il bn b jj jk jl jm jn jo jp jq jr js jt ju jv jw jx jy jz co\"><strong>In 2009, Bitcoin, the first decentralized digital currency, was implemented using blockchain technology \u2014 a public, transparent, and distributed database which is secure from revision and tampering. Transactions via this medium are processed directly between two parties \u2014 without passing through a third party, thereby keeping transaction costs low to nonexistent.<\/strong><\/p>\n<\/div>\n<p id=\"d75b\" class=\"pw-post-body-paragraph ti tj il tk b tl tm jm tn to tp jp tq mj tr ts tt mn tu tv tw mr tx ty tz ua ie gj\" data-selectable-paragraph=\"\">However, it would not be until late 2013 when Bitcoin made its way to Vietnam via\u00a0<a class=\"au ro\" href=\"https:\/\/www.bitcoinvietnam.com.vn\/\" target=\"_blank\" rel=\"noopener ugc nofollow\">Bitcoin Vietnam<\/a>, in eventual cooperation with\u00a0<a class=\"au ro\" href=\"https:\/\/www.bitsofgold.co.il\/\" target=\"_blank\" rel=\"noopener ugc nofollow\">Bits of Gold<\/a>, an Israeli startup. Since March 2014, Bitcoin Vietnam has overseen the trade of over 4,400 Bitcoins by more than 29,000 users.<\/p>\n<p id=\"2fda\" class=\"pw-post-body-paragraph ti tj il tk b tl tm jm tn to tp jp tq mj tr ts tt mn tu tv tw mr tx ty tz ua ie gj\" data-selectable-paragraph=\"\">Led by Nguyen Tran Bao Phuong, co-founder and CEO of Bitcoin Vietnam and fellow co-founders Dominik Weil, Phil Trinh, and Aleksander Winter \u2014 the six-person multinational team is spread across Europe and Asia. Photo: Bitcoin Vietnam.<\/figcaption><\/figure>\n<h2 id=\"94de\" class=\"uq ur il bn us ut uu uv me uw ux uy mi jr uz js mm ju va jv mq jx vb jy mu vc gj\">A rough start<\/h2>\n<p id=\"6b39\" class=\"pw-post-body-paragraph ti tj il tk b tl vd jm tn to ve jp tq mj vf ts tt mn vg tv tw mr vh ty tz ua ie gj\" data-selectable-paragraph=\"\">In early 2014, local businesses (online retailers and cafes) in Vietnam began publicly announcing their acceptance of Bitcoin as a form of payment. In February of that year, there was finally enough global activity around Bitcoin to prompt the\u00a0<a class=\"au ro\" href=\"https:\/\/www.sbv.gov.vn\/webcenter\/portal\/en\/home\/sbv?_afrLoop=263963404025350#%40%3F_afrLoop%3D263963404025350%26centerWidth%3D80%2525%26leftWidth%3D10%2525%26rightWidth%3D10%2525%26showFooter%3Dfalse%26showHeader%3Dfalse%26_adf.ctrl-state%3D5wro3101i_49\" target=\"_blank\" rel=\"noopener ugc nofollow\">State Bank of Vietnam<\/a>\u00a0(SBV) to release a statement on the digital currency.<\/p>\n<p id=\"a3ba\" class=\"pw-post-body-paragraph ti tj il tk b tl tm jm tn to tp jp tq mj tr ts tt mn tu tv tw mr tx ty tz ua ie gj\" data-selectable-paragraph=\"\">In an official statement, the SBV identified the anonymous nature of Bitcoin exchanges and transactions as a potential conduit for illegal activities (money laundering, illegal narcotics, tax evasion, etc.).<\/p>\n<p id=\"5529\" class=\"pw-post-body-paragraph ti tj il tk b tl tm jm tn to tp jp tq mj tr ts tt mn tu tv tw mr tx ty tz ua ie gj\" data-selectable-paragraph=\"\">Furthermore, the SBV cited the security issues (hacking, theft, compromised exchange database integrity, or disruption of trade services) which plagued several exchanges during this time, most notably Mt. Gox (now defunct) and\u00a0<a class=\"au ro\" href=\"https:\/\/www.bitstamp.net\/\" target=\"_blank\" rel=\"noopener ugc nofollow\">BitStamp<\/a>.<\/p>\n<p id=\"6ab0\" class=\"pw-post-body-paragraph ti tj il tk b tl tm jm tn to tp jp tq mj tr ts tt mn tu tv tw mr tx ty tz ua ie gj\" data-selectable-paragraph=\"\">Additionally, the SBV identified the volatile and unpredictable nature of the value of Bitcoin as a danger for investors and declared the digital currency a \u201cbubble.\u201d (Currently, one Bitcoin is valued at over US$2700 \u2014 but the value has fluctuated wildly in recent years.)<\/p>\n<p id=\"0a18\" class=\"pw-post-body-paragraph ti tj il tk b tl tm jm tn to tp jp tq mj tr ts tt mn tu tv tw mr tx ty tz ua ie gj\" data-selectable-paragraph=\"\">The SBV also stated that since the currency was not regulated by a country or institution, it would be the investors who would bear the brunt of any fallout concerning Bitcoin \u2014 and thus, expressly warned organizations and individuals in Vietnam against investing, using, keeping, or using services connected to Bitcoin and other cryptocurrencies.<\/p>\n<p id=\"2a48\" class=\"pw-post-body-paragraph ti tj il tk b tl tm jm tn to tp jp tq mj tr ts tt mn tu tv tw mr tx ty tz ua ie gj\" data-selectable-paragraph=\"\">Moreover, the SBV noted that Bitcoin and other digital currencies were not legal forms of payment or settlement. In this climate, Vietnam Bitcoin and\u00a0<a class=\"au ro\" href=\"https:\/\/www.bit2c.co.il\/\" target=\"_blank\" rel=\"noopener ugc nofollow\">Bit2C<\/a>, another Israeli company, joined forces in June 2014 to found\u00a0<a class=\"au ro\" href=\"https:\/\/vbtc.vn\/\" target=\"_blank\" rel=\"noopener ugc nofollow\">VBTC<\/a>, Vietnam\u2019s first Bitcoin exchange.<\/p>\n<p id=\"0141\" class=\"pw-post-body-paragraph ti tj il tk b tl tm jm tn to tp jp tq mj tr ts tt mn tu tv tw mr tx ty tz ua ie gj\" data-selectable-paragraph=\"\">In essence, Bit2C would provide its Israeli technology as the foundation of the platform, and Vietnam Bitcoin would provide its local market know-how. This, was in addition to strict self-regulation regarding Know Your Customer (KYC) and Anti-Money Laundering (AML) compliance. Both Vietnam Bitcoin and VBTC are subsidiaries of\u00a0<a class=\"au ro\" href=\"https:\/\/docs.google.com\/presentation\/d\/18CuI2BYxVUU8GJLydbJtyRFzsp0ZRGazcTOf0ZLFDNs\/pub?start=false&amp;loop=false&amp;delayms=5000&amp;slide=id.gd5fa8d983_2_372\" target=\"_blank\" rel=\"noopener ugc nofollow\">seabit<\/a>, a Singaporean holding company whose shareholders include the founding team of Bitcoin Vietnam and VBTC.<\/p>\n<p id=\"86e0\" class=\"pw-post-body-paragraph ti tj il tk b tl tm jm tn to tp jp tq mj tr ts tt mn tu tv tw mr tx ty tz ua ie gj\" data-selectable-paragraph=\"\">A few days after the exchange went live in July, the Head of the SBV Payment Department, Bui Quang Tien\u00a0<a class=\"au ro\" href=\"https:\/\/en.vietnamplus.vn\/state-bank-to-crack-down-on-bitcoin-exchange\/62961.vnp\" target=\"_blank\" rel=\"noopener ugc nofollow\">announced to the local press<\/a>\u00a0that the SBV would work with the\u00a0<a class=\"au ro\" href=\"https:\/\/www.mps.gov.vn\/web\/guest\/english\" target=\"_blank\" rel=\"noopener ugc nofollow\">Ministry of Public Security<\/a>\u00a0(MPS) to detain the operators of VBTC \u2014 the real-time Bitcoin exchange \u2014 because it was operating without a license.<\/p>\n<p id=\"607e\" class=\"pw-post-body-paragraph ti tj il tk b tl tm jm tn to tp jp tq mj tr ts tt mn tu tv tw mr tx ty tz ua ie gj\" data-selectable-paragraph=\"\">However, the Bitcoin Vietnam team publicly clarified the situation soon after (without experiencing a service interruption) and has been in constant dialogue with various Vietnamese government agencies since May 2014.<\/p>\n<p id=\"7369\" class=\"pw-post-body-paragraph ti tj il tk b tl tm jm tn to tp jp tq mj tr ts tt mn tu tv tw mr tx ty tz ua ie gj\" data-selectable-paragraph=\"\">According to the Dominik Weil, co-founder of Bitcoin Vietnam, \u201cThe whole situation was based on a misunderstanding back in those days \u2014 and the relationship between all participants has improved tremendously over the last several years of cooperation.\u201d<\/p>\n<p id=\"ad5b\" class=\"pw-post-body-paragraph ti tj il tk b tl tm jm tn to tp jp tq mj tr ts tt mn tu tv tw mr tx ty tz ua ie gj\" data-selectable-paragraph=\"\">In August 2014,\u00a0<a class=\"au ro\" href=\"https:\/\/www.facebook.com\/BitcoinSaigon\/\" target=\"_blank\" rel=\"noopener ugc nofollow\">Bitcoin Saigon<\/a>, a local meet up group, was launched by members of Bitcoin Vietnam and other local Bitcoin community enthusiasts. It aims to \u201cto build a strong and dynamic community of digital currency enthusiasts and supporters,\u201d according to its Facebook page.<\/p>\n<p id=\"7439\" class=\"pw-post-body-paragraph ti tj il tk b tl tm jm tn to tp jp tq mj tr ts tt mn tu tv tw mr tx ty tz ua ie gj\" data-selectable-paragraph=\"\">At the end of 2014, VBTC experimented with Vietnam\u2019s first Bitcoin margin trading platform, called VBTC Plus, via partnership with Coinarch (a white-label platform, now defunct). Vietnam Bitcoin acted as VBTC Plus\u2019 Vietnamese Bitcoin wallet provider. Photo: Infinity Blockchain Labs.<\/figcaption><\/figure>\n<h2 id=\"b50b\" class=\"uq ur il bn us ut uu uv me uw ux uy mi jr uz js mm ju va jv mq jx vb jy mu vc gj\">A new beginning<\/h2>\n<p id=\"ee05\" class=\"pw-post-body-paragraph ti tj il tk b tl vd jm tn to ve jp tq mj vf ts tt mn vg tv tw mr vh ty tz ua ie gj\" data-selectable-paragraph=\"\">In June 2015, Bitcoin Vietnam launched its\u00a0<a class=\"au ro\" href=\"https:\/\/www.cash2vn.com\/\" target=\"_blank\" rel=\"noopener ugc nofollow\">Cash2VN<\/a>\u00a0service, which performed international remittances into Vietnam using Bitcoin for a flat fee of US$2.00 per transaction. Last month, the service processed more than US$100,000 in remittances for the first time. Payouts are made in Vietnamese Dong due to local foreign currency regulations.<\/p>\n<p id=\"abaf\" class=\"pw-post-body-paragraph ti tj il tk b tl tm jm tn to tp jp tq mj tr ts tt mn tu tv tw mr tx ty tz ua ie gj\" data-selectable-paragraph=\"\">The following month, Bitcoin made another breakthrough in Vietnam when\u00a0<a class=\"au ro\" href=\"https:\/\/future.travel\/\" target=\"_blank\" rel=\"noopener ugc nofollow\">Future.Travel<\/a>, a Ho Chi Minh City-based travel agency, became the first company in Vietnam to accept Bitcoin as payment for travel activities (flights, tours, cruises, etc.) and hotel accommodations.<\/p>\n<p id=\"5200\" class=\"pw-post-body-paragraph ti tj il tk b tl tm jm tn to tp jp tq mj tr ts tt mn tu tv tw mr tx ty tz ua ie gj\" data-selectable-paragraph=\"\">That same month, the Law on Enterprise 2014 (LOE 2014) came into effect on July 1. According to\u00a0<a class=\"au ro\" href=\"https:\/\/www.vecita.gov.vn\/tinbai\/1167\/Cuc-Thuong-mai-dien-tu-va-Cong-nghe-thong-tin-khuyen-cao-ve-viec-giao-dich-tien-ao-tren-cac-website-TMDT\" target=\"_blank\" rel=\"noopener ugc nofollow\">DFDL<\/a>, \u201cUnder LOE 2014, an enterprise is free, in principle, to conduct any business activities which are not prohibited by the law.\u201d Proponents of Bitcoin in Vietnam cite this law to support their claim that using Bitcoin is not illegal since there is no law in Vietnam governing the use of Bitcoin (i.e., it is unregulated and unrestricted).<\/p>\n<p id=\"60bd\" class=\"pw-post-body-paragraph ti tj il tk b tl tm jm tn to tp jp tq mj tr ts tt mn tu tv tw mr tx ty tz ua ie gj\" data-selectable-paragraph=\"\">In September 2015, the VBTC relaunched its exchange after a five-month hiatus in partnership with\u00a0<a class=\"au ro\" href=\"https:\/\/blinktrade.com\/\" target=\"_blank\" rel=\"noopener ugc nofollow\">Blinktrade<\/a>, a New York-based technology provider and implemented\u00a0<a class=\"au ro\" href=\"https:\/\/www.bitgo.com\/\" target=\"_blank\" rel=\"noopener ugc nofollow\">BitGo<\/a>\u00a0as its wallet solution, requiring signatures from the three parties.<\/p>\n<p id=\"45fa\" class=\"pw-post-body-paragraph ti tj il tk b tl tm jm tn to tp jp tq mj tr ts tt mn tu tv tw mr tx ty tz ua ie gj\" data-selectable-paragraph=\"\">As part of the relaunch, VBTC also enabled Bitcoin remittance services for Vietnam\u2019s unbanked and underbanked populations in over 9,000 locations, allowing Vietnamese nationals to pick up Bitcoin-to-cash remittances at their local bank. (Remittances to Vietnam were in excess of US$12 billion in 2015.)<\/p>\n<p id=\"d7f6\" class=\"pw-post-body-paragraph ti tj il tk b tl tm jm tn to tp jp tq mj tr ts tt mn tu tv tw mr tx ty tz ua ie gj\" data-selectable-paragraph=\"\">In January 2016, <a href=\"https:\/\/news.bitcoinvn.io\/\">Bitcoin Vietnam<\/a> partnered with\u00a0<a class=\"au ro\" href=\"https:\/\/www.coinify.com\/\" target=\"_blank\" rel=\"noopener ugc nofollow\">Coinify<\/a>, a Danish company, to launch the first blockchain payment processing platform for Vietnam. The partnership enables Vietnamese merchants to receive payments in Bitcoin or 16 other blockchain currencies supported by Coinify.<\/p>\n<p id=\"4149\" class=\"pw-post-body-paragraph ti tj il tk b tl tm jm tn to tp jp tq mj tr ts tt mn tu tv tw mr tx ty tz ua ie gj\" data-selectable-paragraph=\"\">Payments are facilitated via an API or plugin on the merchant\u2019s website with an available Point-Of-Sale (POS) application for brick-and-mortar stores. The digital currencies are converted to Vietnamese Dong and paid out to the merchants in regular intervals.<\/p>\n<p id=\"b632\" class=\"pw-post-body-paragraph ti tj il tk b tl tm jm tn to tp jp tq mj tr ts tt mn tu tv tw mr tx ty tz ua ie gj\" data-selectable-paragraph=\"\">In March 2016, the Vietnam Eommerce and Information Technology Agency (VECITA), a body of the Ministry of Industry and Trade (MOIT) issued a warning to Vietnamese consumers and investors about the dangers of Bitcoin and other digital currencies due a rise in fraud complaints.<\/p>\n<p id=\"e249\" class=\"pw-post-body-paragraph ti tj il tk b tl tm jm tn to tp jp tq mj tr ts tt mn tu tv tw mr tx ty tz ua ie gj\" data-selectable-paragraph=\"\">In June 2016,\u00a0<a class=\"au ro\" href=\"https:\/\/www.blockfin.asia\/\" target=\"_blank\" rel=\"noopener ugc nofollow\">BlockFin Asia<\/a>, the first major blockchain and Bitcoin conference in Vietnam, was held in Ho Chi Minh City. The two-day event brought together prominent Blockchain advocates from around the world to share insight and to address some of the challenges and potential solutions for Vietnam\u2019s market.<\/p>\n<p id=\"fae4\" class=\"pw-post-body-paragraph ti tj il tk b tl tm jm tn to tp jp tq mj tr ts tt mn tu tv tw mr tx ty tz ua ie gj\" data-selectable-paragraph=\"\">During the conference, David Watson, CEO of Future.Travel\u00a0<a class=\"au ro\" href=\"https:\/\/youtu.be\/zmyTGjasRTE?t=7m44s\" target=\"_blank\" rel=\"noopener ugc nofollow\">revealed<\/a>\u00a0that, \u201cAll of our Bitcoin transactions are actually coming from people outside [Vietnam] who are sending money into Vietnam.\u201d In other words, not one single payment \u2014 originating from Vietnam \u2014 was made in Bitcoin in the year since Future.Travel offered payment in Bitcoin as an option.<\/p>\n<p id=\"5756\" class=\"pw-post-body-paragraph ti tj il tk b tl tm jm tn to tp jp tq mj tr ts tt mn tu tv tw mr tx ty tz ua ie gj\" data-selectable-paragraph=\"\">Also, Vietnam\u2019s first\u00a0<a class=\"au ro\" href=\"https:\/\/coinatmradar.com\/bitcoin_atm\/1026\/bitcoin-atm-bitaccess-ho-chi-minh-city-le-crespo\/\" target=\"_blank\" rel=\"noopener ugc nofollow\">Bitcoin ATM<\/a>\u00a0was announced during the conference, allowing users to buy and sell Bitcoins in Ho Chi Minh City\u2019s District 1. (The ATM was sourced in North American via\u00a0<a class=\"au ro\" href=\"https:\/\/www.bitaccess.co\/\" target=\"_blank\" rel=\"noopener ugc nofollow\">BitAccess<\/a>, a\u00a0<a class=\"au ro\" href=\"https:\/\/www.ycombinator.com\/\" target=\"_blank\" rel=\"noopener ugc nofollow\">Y Combinator<\/a>-funded startup.) According to Bitcoin Vietnam, as of October 2016, the ATM averages five daily transactions, with most consumers preferring to sell Bitcoins to buying them at a 10:1 ratio.<\/p>\n<figure id=\"attachment_7759\" aria-describedby=\"caption-attachment-7759\" style=\"width: 300px\" class=\"wp-caption aligncenter\"><img loading=\"lazy\" decoding=\"async\" class=\"size-full wp-image-7759\" src=\"https:\/\/news.bitcoinvn.io\/wp-content\/uploads\/2022\/07\/lich-su-bitcoin-tai-viet-nam-3.jpeg\" alt=\"M\u00e1y ATM Bitcoin \u0111\u01b0\u1ee3c \u0111\u1eb7t t\u1ea1i Qu\u1eadn 1. There have been recent\u00a0<a class=\"au ro\" href=\"https:\/\/www.apple.com\/\" target=\"_blank\" rel=\"noopener ugc nofollow\">reports<\/a>\u00a0of Vietnamese speculators borrowing up to US$200,000 to invest in Bitcoin. When Bitcoin prices dropped by 30 percent in August 2016 due to a security breach at a major Bitcoin exchange, losses for one investor totaled US$50,000 due to the cascading effects.<\/p>\n<p id=\"2f5a\" class=\"pw-post-body-paragraph ti tj il tk b tl tm jm tn to tp jp tq mj tr ts tt mn tu tv tw mr tx ty tz ua ie gj\" data-selectable-paragraph=\"\">And in September 2016, the most significant Bitcoin scam to date emerged in Vietnam\u2019s\u00a0<em class=\"vk\">Gia Lai<\/em>\u00a0province located in the Central Highlands. Prompted by initial extraordinary returns after a few days, as many as 2,000 people \u2014 including farmers \u2014 invested into the pyramid scheme which eventually totaled more than US$1 million in losses. (The per capita GDP in Vietnam is approximately $2,000.)<\/p>\n<p id=\"8e9e\" class=\"pw-post-body-paragraph ti tj il tk b tl tm jm tn to tp jp tq mj tr ts tt mn tu tv tw mr tx ty tz ua ie gj\" data-selectable-paragraph=\"\">According to\u00a0local press, some participants took out bank loans to convert the local currency into Bitcoin for speculation purposes.<\/p>\n<p id=\"7429\" class=\"pw-post-body-paragraph ti tj il tk b tl tm jm tn to tp jp tq mj tr ts tt mn tu tv tw mr tx ty tz ua ie gj\" data-selectable-paragraph=\"\">If Vietnamese farmers are trying to get in on Bitcoin, that means the cryptocurrency is moving into the mainstream \u2014 but these negative developments may also create more apprehension about digital currencies in the public domain, especially for policy makers and regulators in Hanoi.<\/p>\n<p id=\"0903\" class=\"pw-post-body-paragraph ti tj il tk b tl tm jm tn to tp jp tq mj tr ts tt mn tu tv tw mr tx ty tz ua ie gj\" data-selectable-paragraph=\"\">Still, Bitcoin and its underlying blockchain technology are off to a surprisingly strong start in Vietnam (for less than three years), buoyed by the unbanked and remittance opportunities in this Southeast Asian country of more than 90 million people.\u00a0<a class=\"au ro\" href=\"https:\/\/youtu.be\/N4LjhH_wfwM?t=17m22s\" target=\"_blank\" rel=\"noopener ugc nofollow\">According to Phil Trinh<\/a>, co-founder of Bitcoin Vietnam, \u201cFor Vietnam, I see that currently the adoption of blockchain is mostly [staying] at the level of using it as Bitcoin, as a currency for speculation, for payment service \u2026 but we expect that the application of blockchain is going to be improved later on.\u201d<\/p>\n<p id=\"3140\" class=\"pw-post-body-paragraph ti tj il tk b tl tm jm tn to tp jp tq mj tr ts tt mn tu tv tw mr tx ty tz ua ie gj\" data-selectable-paragraph=\"\">It will be some time before we start to see more sophisticated applications of blockchain technology in Vietnam (perhaps in the form of smart contracts). If Bitcoin scams and speculation of the digital currency continue, then fear may delay Blockchain technology from taking a significant foothold in this US$199 billion market.<\/p>\n<p id=\"0806\" class=\"pw-post-body-paragraph ti tj il tk b tl tm jm tn to tp jp tq mj tr ts tt mn tu tv tw mr tx ty tz ua ie gj\" data-selectable-paragraph=\"\">Ultimately, education and reputable information on digital currencies (and its underlying technology) for consumers can counter this risk \u2014 but it requires time, effort, and capital to do so.
